Residential House Demolition — Safe Work Method Statement

Safe Work Method Statement for demolishing a detached house or similar domestic building, from asbestos clearance and service disconnection through soft strip, roof and wall removal, slab and footing removal, to site clean-up.

Knocking down a house looks routine, but most domestic demolition incidents come from the same few causes: asbestos that wasn't found, services that weren't disconnected, walls or roofs collapsing the wrong way, and plant striking people on a tight suburban block. Demolishing a house is High Risk Construction Work because it involves demolition of load-bearing elements that affect the structure's integrity, and usually also the risk of falling more than 2 metres, disturbance of asbestos (any house built before the end of 2003 may contain it, and houses built before about 1990 very commonly do), and movement of powered mobile plant. A SWMS is required.

Before demolition, the WHS Regulations require asbestos likely to be disturbed to be identified and, so far as reasonably practicable, removed by a licensed asbestos removalist. Get an asbestos inspection that covers eaves, wet areas, floor coverings, fences, roofing, outbuildings and the ground around the house. Also check for lead paint, synthetic mineral fibre insulation and, in parts of NSW and the ACT, loose-fill asbestos insulation. The model WHS Regulations also require the regulator to be notified at least 5 days before certain demolition work, for example structures 6 metres or more high; most single-storey houses fall below this, but check.

Every service must be disconnected and confirmed dead before demolition: electricity by the network operator or an accredited service provider, gas by the distributor or a licensed gas fitter, water and sewer capped by a licensed plumber, and telecommunications by the carrier. Council or private certifier approval for demolition is normally required. Licensing for demolition work differs between states and territories, so check your state or territory regulator. Plant operators must be competent, and anyone erecting scaffolding where a person or object could fall more than 4 metres needs a scaffolding licence.

The SWMS must set out the demolition sequence, exclusion zones, how neighbouring properties and the public are protected, dust and noise controls, and how waste is separated and removed.

Customise this template with the property address and building construction type, the asbestos inspection and clearance certificate references, the service disconnection confirmations, the demolition approval reference, the plant to be used, the exclusion zone and fencing layout, distances to neighbouring buildings, and the waste disposal facilities.

High Risk Construction Work Types

  • •Risk of a person falling more than 2 metres
  • •Demolition of an element of a structure that is load-bearing or related to its physical integrity
  • •Work that involves, or is likely to involve, disturbing asbestos
  • •Work in an area with movement of powered mobile plant

Risk Assessment

1.Pre-demolition inspection, approvals and asbestos removal

Hazard / RiskInitial RiskControl MeasuresResidual RiskResponsibility
Unidentified asbestos disturbed during demolitionCatastrophicCompetent person inspects the whole property for asbestos, including eaves, wet areas, floor coverings, fences, outbuildings and soil. Licensed removalist removes identified asbestos before demolition. Clearance inspection and certificate obtained after licensed removal and before demolition proceeds. Stop work and isolate the area if suspected asbestos is found during demolition.LowDemolition Contractor / Licensed Asbestos Removalist
Lead paint dust or SMF insulation disturbedHighTest paint on pre-1970s houses. Remove ceiling insulation before roof stripping using P2 respirators and disposable coveralls. Wet down lead-painted surfaces.LowSupervisor

2.Service disconnection and site establishment

Hazard / RiskInitial RiskControl MeasuresResidual RiskResponsibility
Contact with live electricity during demolitionCatastrophicElectricity supply disconnected at the pole or pit by the network operator or accredited service provider. Written confirmation on site. Test for dead before work starts on any wiring. Locate and protect any service that must remain live, e.g. a neighbour's supply.LowSupervisor / Electrical Service Provider
Gas leak or fire from live gas serviceCatastrophicGas meter removed and service capped by the distributor or licensed gas fitter. Confirm before plant work starts.LowSupervisor / Gas Fitter
Public or neighbours enter the siteHighPerimeter fencing at least 1.8 m high with shade cloth. Hoarding over footpaths where debris could fall. Signs on gates. Lock gates after hours.LowSupervisor

3.Soft strip of fixtures and linings

Hazard / RiskInitial RiskControl MeasuresResidual RiskResponsibility
Cuts and puncture wounds from glass, nails and sheet metalModerateRemove windows and glass early and dispose of in a separate bin. Cut-resistant gloves and puncture-resistant boots. Bend over or remove protruding nails.LowLabourers
Fall through ceiling or floorHighWork from the floor below using platform ladders or mobile scaffold. No walking on ceiling joists. Check timber floors for rot before loading.LowSupervisor / Labourers

4.Roof stripping

Hazard / RiskInitial RiskControl MeasuresResidual RiskResponsibility
Fall from roof edge or through roofCatastrophicRemove roofing by machine from the ground where possible. If workers must be on the roof: edge protection or scaffold around the perimeter, or harness system to AS/NZS 1891 with anchors rated for the load. Work from battens over load-bearing members only.ModerateSupervisor / Roof Strippers
Sheets or tiles dropping onto workers belowHighExclusion zone below roof work. Material lowered by chute or plant, not thrown.LowSupervisor

5.Mechanical demolition of walls and structure

Hazard / RiskInitial RiskControl MeasuresResidual RiskResponsibility
Uncontrolled collapse towards neighbours, the street or workersCatastrophicDemolish in the documented sequence, pulling walls inward and away from boundaries. Exclusion zone around the excavator of at least the height of the structure plus reach of the machine. No person enters the zone while the machine is working. Brick walls near boundaries taken down in small sections.ModerateExcavator Operator / Supervisor
Excavator strikes workers or overturnsHighMachine with operator protective guard and suited to the structure height. Ground worker communication by agreed hand signals or radio. Work from stable ground, not debris piles.LowExcavator Operator
Dust and noise affecting neighboursModerateWater sprays on the work face during demolition and loading. Comply with council work hours. Shade cloth on fencing.LowSupervisor

6.Slab, footing and outbuilding removal

Hazard / RiskInitial RiskControl MeasuresResidual RiskResponsibility
Silica dust from breaking concrete slabHighWet down slab while breaking. Operator in closed cab. Ground workers in P2 respirators.LowExcavator Operator / Crew
Striking buried services or tanksHighBYDA enquiry and check for old septic tanks, oil tanks and stormwater pits. Expose services by hand or NDD near boundaries.LowSupervisor

7.Waste loading and site clean-up

Hazard / RiskInitial RiskControl MeasuresResidual RiskResponsibility
Struck by trucks or plant during loadingHighTraffic management at the site entry. Spotter for reversing trucks. Drivers stay in cab during loading. Truck loads covered before leaving.LowSupervisor / Truck Driver
Open excavations and debris left on siteModerateFill or fence holes from footing removal. Final sweep for nails and glass. Site left fenced until handed over.LowSupervisor
