Demolition SWMS Templates

SWMS for demolition work including manual strip-outs, mechanical demolition and structural demolition that affects the physical integrity of a structure.

Demolition work is classified as HRCW under WHS Regulations Schedule 3 where the work involves the demolition of a structure that is load-bearing or otherwise related to the physical integrity of a structure — which in practice captures almost all demolition beyond minor fit-out strip-out. Structural demolition using mechanical plant, implosion or deliberate collapse also triggers separate HRCW classifications.

Work covered by this category includes manual strip-out of internal fit-outs, mechanical demolition using excavators with demolition attachments, selective demolition of walls and slabs, façade retention work, bridge and civil demolition, and post-demolition ground remediation.

All states and territories require a demolition licence for demolition of structures of specified heights or complexity. In most jurisdictions this is required for structures over 3–4 metres. Supervisors on demolition sites must hold the appropriate licence category and have current asbestos awareness training, as the presumption of asbestos in any pre-2003 building material applies until proven otherwise by a NATA-accredited sampling and testing process.

The SWMS must address structural instability risks, plant exclusion zones, overhead hazard management, dust and noise controls, and the management of any hazardous materials identified during the pre-demolition hazardous materials survey. A pre-demolition engineering assessment is required for any work that may affect structural integrity.
