Break a job into steps, identify the hazards in each step and record the controls before work starts. For tasks that are not high-risk construction work but still need a documented risk assessment.

Frequently asked questions
What is a JSA?+
A job safety analysis (JSA), also called a job hazard analysis (JHA), breaks a task into its steps, identifies the hazards in each step, and records the controls that will be used. Workers review and sign it before they start.
When should I use a JSA instead of a SWMS?+
If the task is one of the 19 types of high-risk construction work in the WHS Regulations, a SWMS is required. A JSA does not replace it. Use a JSA for tasks that are not HRCW but still have significant hazards, such as maintenance work, unfamiliar tasks, or work in a changing environment.
Who should prepare the JSA?+
The supervisor or the person leading the job, in consultation with the workers who will actually do the task. Consultation is required under the WHS Act, and it also produces a better JSA, because the workers know where the real hazards are.
How do I rate risk on a JSA?+
Most JSAs use a likelihood × consequence matrix that gives a rating of Low, Medium, High or Extreme. Rate each step before controls, apply controls following the hierarchy of controls (eliminate, substitute, isolate, engineering, administrative, then PPE), and rate it again afterwards.
